call the MFG and see if they can offer you some help.
are you sure one of them is not a knock off's?
sometime people just buy one knock off when they bent one or two wheels.
check to see if the seat is sitting aginst the rotor, sometime it will not sit right(and sticks out) if one of them have a smaller bore than your hub.
honda called for 32 psi for street tires, and they strongly recommand not to drive two different size wheel for the driven axle.

well they are 18 inch racing hart cp-035R and i dont know of any knock offs that are 2 piece.
they are both seated right on the hub(that was the first thing i checked).
so far i believe they are the same size wheel 8.5 and 8 1/2
so im going to keep them on i just wanna try switching them around like someone said above and see if its the same thing just on the other side.
if you know how to get ahold of racing hart let me know i can only find dealers and they dont seem to have a website
