i lunched my motor from oil starve , block is toast , theres wear on one of the cams at the end and on the girdle
is the girdle/cam/ head toast too ?
do i have to just throw it all out ?
can i still use it or have it machined or should i just not even bother ?

New yes, but you should be able to find a used set for not that much.
Just make sure you get the whole set of caps and do not mix between different sets. The 10 caps are a 10 piece, line bored, matched set.
Cams can be mixed safely but might as well get those from the same donor head, then fix the bad one you got and sell.

THIS. Usually the whole thing is manufactured as a set. The workers clamp it on the milling / boring machine and press the button. They dont care if the next set is clamped in the exakt same position, because it is is absolutle unnecesary and cost to much time. It´s the same with every japanese motorcycle cylinder head. You cant switch the camshaft caps. While the diamter for the camsahft is exact, the postion of the bore has a greater tolerance
BUT, it is possble today to add new aluminum to the damaged surfaces with laser welding and then bore and hone again. Its just a question of cost compared between a used set and laser welding and new boring / Honing.

Did the oil pump really seize up ? I can't imagine how that can happen
