OK...while I wasn't' sure about oil, I know for sure, that water does NOT expand when heated. Water has three distinct phases. Solid, liquid and vapor. Ice (solid water) does expand by 9% vs it's liquid phase. In fact, it is the only substance which expands in it's solid vs liquid phases. Steam is waters vapor phase.
Thermal expansion, water does expand when heated and contracts when its cooled only difference is that it doesn't do this at all temps compared to other liquids. Only time it doesn't expand or contract is RIGHT inbetween the stages it is going from a liquid to a solid (frozen). Actually technically it expands when your freeze it to because of the crystals that form in the bonds.
Any other time yes water does expand when heated.
