It kind of has to fit around it or stretch rather. That bolt holds the center gear of the cam assembly together. So if you pull the bolt out you will be pulling the whole front of the motor apart.

Its rubber not metal. Stretch it over the bolt. Lubricate first.

Use a small pick to grab and remove the original o-ring as soon as it becomes visible when loosening the bolt. Then slide the new o-ring over the bolt with some oil lube as Billman250 explained. Torque the bolt to spec you don't want that coming loose as it will ruin your day.

Since its an Allen head the head is round, not hex, and the head is not that much larger than the o-ring, so its an easy stretch.

Suggestion, clean off the area as best you can before loosening the bolt. Then after loosening wipe bolt head clean before lubing o-ring and fitting it. You don't want to pick up any dirt or grit when you are stretching o-ring into place.
