When the head warps there is a good chance the valves don't seat properly anymore. If the machine shop surfaced the head they should have checked this. Ask them if they vacuum checked the valves. If they checked everything properly maybe the valve adjustment is being performed incorrectly.

So what do I need to do? Do we need to get new valves?

You need to find out why the leakdown test results are bad. Repeat the test to be sure. Could be a bad mill job on the head or maybe the deck is warped as well. Maybe the head gasket wasn't installed & torqued correctly. Maybe the valves are bent. Lot of 'maybe's. Don't just throw parts at the problem, it's too expensive on this engine.
