Default No voltage to ECU, B1 and B9 terminal wires.

As topic stated. No voltage to ECU, Grounds are good, no voltage to the B1 and B9 terminal wires. B21 has good voltage (the ECU back up voltage)

Those two wires from B1 and B9 quickly just go into the Engine Wire Harness and disappear behind the engine. I don't know where to go next to check what I need to replace for my ECU to get voltage. I attached all photos from Service manual that might be helpful but they didn't help me any more.

Are you 100% sure every single fuse in the car is good?

Under the hood fuse number 46 (15A) was the culprit. I swear I checked it before but I guess I didn't do a good job at it. Will leave for future reference.
