Default No start/ spark

I have a 2001 that has been rebuilt from the ground up. I'm finally attempting the first start and I have good fuel but no spark. Here are the things I have checked;

Swapped all 4 with known good coils
New plugs
Have 12v on all blk/yel pin 1's at coils
G101 is proper and secure
I can read RPM signal on scanner
No resistance between ecm connectors and wiring to coils
Battery is new
Immobilizer system is good
All vehicle fuses are brand new
Mechanical timing has been verified

Any brainstorms (logical and intelligent) would be appreciated.

If the engine has been rebuilt, and hasn't run since, first thing to check is cam timing.

Photobucket apparently is now awful. I will try a better photo sharing site....

Also, in reference to the TDC trigger wheels. At TDC this picture shows their orientations. Are they correct? The exhaust side is not lined with a trigger at TDC. Is that correct? I can't find a reference to their orientation in the service manual.

Well, I may have solved my own issue. My suspicions about the TDC trigger wheel was correct. When the exhaust cam trigger wheel was torqued down the pin was mis aligned. Once I get a new wheel I will update with results, but I'm confident this is the issue.
