no spark on cylinder number 2

Hi i have a 2000 s2000.. My problem is that my car is misfiring on cylinder number 2.
So far
New plugs
Injectors cleaned
swapped coils around
Checked compression all in 230's
Checked wiring from ecu to coil #2
Random misfire code also cylinder 2 misfire code.
The ecu i bough of person on the forum here and got it programed by honda.
what honda dealer told me
My cylinder #2 coil will not pulse . With ignition on not running i checked all the wires at the coils. 1 wire + one - and the other signal.
on cylinder #1 signal was at 0v (normal)
on cylinder #2 the signal had 5v (thats the problem)
on cylinder #3 the signal had 0V (normal)
on cylinder #4 the signal had 0V (normal)
Once the car is fired up
on cylinder #1 signal would pulse 0-5v (normal)
on cylinder #2 signal would stay at 5v (no change stays at 5V)
on cylinder #3 signal would pulse 0-5v (normal)
on cylinder #4 signal would pulse 0-5v (normal)
picture below shows signal that should be at 0V like the first coil. This is with ignition in on position.

I'm no expert, but I'd definitely have the ECU at the top of my suspected list.
Try swapping it out and see what happens. Maybe if you are lucky someone local to you will let you borrow one to test.
If you're really lucky, you might even be able to find someone with a standalone like the AEM EMS, and you can just load the included base map to test on yours (and reload theirs when you are done). Then you wouldn't even have to worry about reprogramming a stock ECU.
