Ugh. Something is going on for sure. As suggested above. Compression and leak down would help a lot.

18MPG city isn't off base. But...most people throw the word "city" around. NYC, for example, is a city. Suburban driving, on the other hand, is a mix of city and highway style driving. And 18MPG still isn't that far off base for someone who just bought the car and is enjoying it.
Hopefully, that was derived from an actual test of MPG...and not by looking at the tank level on the dash.
As others have suggested, a compression/leakdown test is the first thing I would do. The original owner probably had some issue....and tried bandaid fixing it with new spark plugs.

Larger injectors without a tuning device to re scale them would make the engine undrivable in most cases, at the very least not want to idle worth a crap or have any power when getting on the gas, it would choke and sputter. I doubt that's your issue, or it would have been like that from square one and wouldn't have been able to drive/test the car before buying. With the information so far, I'm heavily leaning to oil contamination in the combustion process from worn rings or seals. This is where confirming through a comp and leak down comes in so you can focus your efforts somewhere else if those numbers are not consistent with your symptoms. 1/5Q in 100 miles has me concerned though. That's enough oil burn to foul things up.
