This was CAUSED by them, plain and simple. This was not a PROBLEM that developed, it is direct incompetence and negligence.

If they did it to me, I'd be standing outside their place every single day after work, greeting their customers, and explaining to every one of them how they did you wrong. This is your right as a consumer.
The noise does seem to get more consistent/louder after the car is driven 30-40 min. Thank you for taking an extreme load off my shoulders, sir. . After this is resolved with the dealership, can you fix this thing if I bring it to you? I still want the noise gone, whatever it is.

I'm not sure what you're referring to brother. All I'm aware of are valve springs. I'm far from an expert on this engine. That's why I come to you . And would love to compensate you for the goodwill help you provide . You're awesome. And so are the rest of you guys.

You should never NOT call a lawyer (sorry for the double negative...) based on "because you think you signed something" that would otherwise keep the liability off of you.
And I agree with Billman on this: you do not want to yell. The more cool, collected, informed, yet prying you are... the more their buttcheeks are going to clench together and the more chance you're going to have at getting what you deserve out of this.

So I spoke with the dealership today and they've offered me a refund of 2k out of good will. I spoke to an attorney and they pretty much told me since I signed the bill of sale for as is that the dealer isn't obligated to refund me anything since there is literally no way for me to prove that they did anything wrong... The only proof I have is the conversation that took place with the salesman regarding the fluid changes. Makes sense unfortunately. The general manager also told me to let him know if the repairs came to more or less than 2k and that he would further elaborate at that time. I accepted a check in the mail. It's better than nothing and better than me eating an entire repair bill. Thoughts?

Like saying goes 'better than a kick in a nuts' ...little on a low side but ok (3k would be better but oh well).
Are they going to help you source cheap new F22C block?
Or are you going to go via second hand lo millage F20c/F22c option?
Are they going to charge "cost" only on labour to install it?
Do you trust them to do anything on that car ever again?

...those are just some of the questions i have

I wouldn't trust them as they are not a Honda specialist in any way. They did not offer a block replacement or anything as I'm not 100 percent what the issue is. The car seems to run fine, has good oil pressure and doesn't smoke. It's the noise that concerns me as it could turn south quick.

I'm trying to get Billman to let me bring it to him for diagnosis/repair and hopefully we don't have to do anything but replace some parts. I'm assuming he is extremely busy as he doesn't seem too interested at the moment for some reason but he has been communicating with me but hasn't gave me a time/date to take it to NY. I told him I'd tow it there if necessary. Hopefully he gets back to me soon so I can get a solid answer/resolution. I trust him more than anyone else as he seems to be the best there is at working on an F series (to my knowledge). This is one of the only Honda engines I don't feel comfortable working on myself due to the tight tolerances and specifics (and the VTEC assembly's small parts). I believe this block is built top to bottom for the turbo and may not even be stock inside (I've only inspected the valvetrain at this point, which is built). Worse case scenario would be engine replacement. I'm hoping it's not necessary and that I can get by with ~2k worth of work (which still highly pisses me off considering I haven't had the car for a week)

Biggest concern is making it here safely.

Next concern is not being able to jump in and fix it. If you need an engine, then the car would be left here and the hunt would begin for an engine. And I definitely cannot have the car here in limbo.

I need a gameplan on repairs. There has to be someone that can diagnose a simple engine noise by you.

This way I can plan ahead for a while-you-wait repair. I can do rod bearings and crank recon while you wait, depending on severity. I can do anything top end even pull the head and build while you wait, but we need more info.

Being that a new Honda shortblock is over 5k installed, we definitely need to plan a little.
