I agree with marcucci. I'm convinced that Hondata can't do anything worthwhile to help us with our ECU's aside from replacing it with a Spoon, Mugen, Amuse, Feels, etc.

BTW, regardless of whether it's ROM (read only memory), there's tons of FLASH-ROMs (called EEPROM's, stands for electrically erasable programmable read-only memory) used in mainstream computer motherboards allowing for updates to its internal software coding. An external battery usually exists to keep certain user-customizable parameters in check, which may be lost if power is either interrupted or lost, however the actual ROM software will remain.

Sorry for the shitty quality pic but the digi cam we used to take this pic doesn't have manual focus. This is just to say that it is possible to chip an OBDII ECU (pictured below is a Spoon proggy ITR ECU). As for the S2000 I really don't know.
