I have just received confirmation that the fill bolt and the drain bolt have the same thread. I'm going to say that in this case, the 2 got switched. That's why his 24mm socket fit perfectly onto the fill bolt. Unfortunately, he can use a crescent wrench to get the fill bolt off, but he'll now have to get a 23mm socket to get the drain bolt off.
Hint for future reference. When you take off these bolts, make sure you put the washer back onto them immediately if they aren't on when they come off the car. The fill bolt has a brass colored washer and the drain bolt has an aluminum washer.
There is a disadvantage to using an adjustable wrench. That is you may not immediately know that you have the bolts switched. If you only use a 23mm box end wrench for the fill bolt, there is no way to accidentally put the drain bolt in there. The wrench just won't fit. An adjustable one, you just think it shifted and open it up a little and can easily put on a 24mm bolt by mistake.

The 23mm and 24mm bolts were switched. I got the 24 mm bolt with the 24mm combination wrench, and I got the 23mm bolt with the 24 mm socket.
