Need help determining proper torque value

For those bolts, I wouldn't be concerned about 10#s of torque. They're dealing with "shearing" force, not "separating" force. It shouldn't take a lot of pressure to hold those two plates together. There isn't much force pulling those things apart.
looks like thats from the .pdf version of the helm manual, which I used to have somewhere but I can't find it on my computer that page isn't in the helm factory service manual book or cd though.
