Yes, the bolts should be torqued to 10lbfft....and I was being picky about the units . It's on page 6-47 of the '00-'03 Service Manual.

Valve cover bolts are a whole different animal. They are going through a metal washer on top of a rubber donut. When I speak of "common" torques for a given size of bolt, I'm talking about metal to metal.
Yogi, I'm looking at page 6-47 of the Helm manual. The only torque they give if for that center bolt and it's listed as 36. I see no listing for the bolts in question. Maybe you have a different manual?

I have the helm manual on cd, and on 6-45 of it i believe it is, it has the center bolt at 36 like xviper says, but nothing about those 3 bolts you are referring to. i have the 00 helm manual book at home, but I dont think it'll be any different. i would just torque them to 20 and be done with it. I don't think they need to be crazy tight, just fairly snug. and as stated, they are 10mm bolts...they have small, threads that strip easily, or are easy to snap the head off of them. so i think 20 is fine to torque them to.

C'mon, you guys should trust me! In addition to this, the center bolt is 36 lbf-ft as prevously mentioned.

OK Yogi, where'd you get that manual? The rest of us got sub-standard manuals. Should we demand a refund?

For those bolts, I wouldn't be concerned about 10#s of torque. They're dealing with "shearing" force, not "separating" force. It shouldn't take a lot of pressure to hold those two plates together. There isn't much force pulling those things apart.

I've got access to a few extras through Honda. For example, I knew about the tail light recall 1 1/2 months before it was released . Anything a dealer can get to, I can . Requests? I can do VIN history too, but only through their dealer network. Shhhhhh!
