Name that part.....
Heres a pic of the bolt im talking about. It looks like it was leaking before but the previous owner went for the silicone fix. I wish people would just do things right the first time....
If its possible I would like you remove the bolt and replace whatever washer is behind it so I can get rid of the silicone. Any advice would help.

That bolt holds the cam chain sprocket to the head. There is no washer behind the head of the bolt, but there is one on the inside of the head, between the sprocket and head. 1 0-ring on the bolt does the sealing.
DO NOT take the bolt out.
The proper way to remove it would be to remove the valve cover, the cams and cam towers, and the timing chain tensioner, with the #1 cylinder at TDC. Then you can take the bolt out, don't drop the washer inside the chain case!
Given the silicone around the chain case and the fact that the cylinder head is cleaner than the block, I'd bet the head has been removed for some reason then reinstalled. Chances are the technician didn't trust the o-ring to seal and coated the outside of the bolt for some insurance.
