Is there an expiration date on recalls?
I mean, you're close to a win/win situation.
If your car was never recalled you may get a new set of the PFR7G-11S for free.
I got a set (with the sticky labes for the owners manual) when my MY'00 was between 8-10 years old, together with 2 seat belt retractors thingy's (never installed those)
If a dealer confirms the recall was done you don't need to change IMO.

I agree, The dealer will let you know if the recall was done. Also there is a recall on the taillights for fading.

The dealer says I am eligible for the plugs, the seat belt, and taillights.

I really would prefer to not leave my car with the dealer all day. Will they give you the parts to cover the recall? I would guess not.

If you dont have to DONT...take the plugs and do them yourself! (24 ft-lbs!!!!!)

To be honest, dealerships are like children and in both cases i wouldnt leave them with my s2000 unsupervised!
