I found 04 wheels with about 100 miles on them for my 03, after a long wait. Put them on my car, and tried them out on a twisty road by my house, that I've driven hard on countless times.
Handling was reduced to total crap. Car was bouncy, unsorted, and loose as can be.
I sold them an hour later.

Are there alignment issues with changing wheel size i.e. would and alignment need to be done each time the wheel size changes? I have 16's with Blizzaks for the winter and would like OEM 17's for the summer.

My understanding is no. The offset and circumference of the wheel/tire combo is the same as with the 16 inchers. And, for what its worth, I weighed an OEM 16 inch wheel with S-02 rubber with the OEM 17 inch wheel with the 040 rubber and they were the same weight. So the only penalty is that some of the weight is further away from the center with the 17s (and therefore increasing rotational inertia somewhat). Unsprung weight, though, remains unchanged.
Personally, I detected no difference in acceleration and braking. (not saying there isn't any, just not detectable by seat-of-the-pants feel by me)

I've got '04 rims on my '03 and they're fantastic. I've tracked/autoxed the car many times with these rims and '04 rubber (RE050) and they've perfromed as well, if not better than the '03 rims with SO2's. There no reason for them to do otherwise.

Keep in mind my experience with the 04 wheels was on the street, which can be uneven and have ripples. I cannot say how they would fare on the track or AutoX.

As gropos said, there's no weight difference.
but the MY04 rear rims + tires are 3lbs heavier than the MY00-03 rears.
