Is your throttle cable loose? You can tighten it since your car is 11 yrs old. S2000 can feel sluggish when you're not gasing enough like stalling going at 1mph. I tightened my throttle cable and changed all the oil and the car feels very responsive.

Its seems like this is just a normal Honda thing. I've had 2 civics and am on my second S2000, and non have ever felt particularly consistent. There are definitely days where my S2000 feels very responsive and quicker, and others where it just doesn't have the little extra oomph.
