Hey guys, So went out and tested out something else. I jacked up the front end and disconnected the outer tie rods from the knuckle then repeated the test with engine off. The steering was really easy turning left (Counter clockwise) but really hard turning right (clockwise). Turned on the car as well and tried it and got the
same results. Its like it is binding while turning right.

So I bought another rack from a local seller and installed it. Installed and now the car steering wheel returns to center. There was a little uneven resistance so I did a EPS reset and now have even resistance. I made a video below comparing the two racks with the replacement rack I was able to spin the torque sensor by hand the other rack was very hard.

Glad it is resolved for you, definitely bent internally, hard to know unless you have experienced it before. Enjoy the new ride.

I am glad it worked out too. The seller is holding firm to the fact that the steering rack he sent was 100% functional and now I have to battle it out with him on paypal.

Is it normal for for the torque sensor to not be able to turn by hand like in the video? seller says that it shouldn't be able to be turned by hand because it is electric and that is not good.

I can't say as I've never tried it before, but my guess is that it should turn by hand or perhaps with a tool on it. I know when I was adjusting my rack and sensor I had the car on jack stands and it turned left and right super easy with the engine turned off and no power to the system, so easy that I would think doing it by hand would be very similar. It turned super fast and easy using my pinky finger on the wheel. So if he is trying to say it needs electric power to operate that is not true.
