My P0411 problem

My P0411 problem
Sorry, this is a kind of long...
I bought a bone stock 70k mile 2002 s2k from a chrysler/jeep dealership last wednesday. They are about 1 1/2 hours away from my house. When I had test driven it the day before, everything was in perfect working order, but when I picked it up, the CEL was on. I was told to take it to a honda dealership in my area to have the code pulled, and get a repair estimate, which they will then authorize payment on.
I get the code pulled, and it is P0411 which the Honda dealer says will require removing the front bumper to inspect the air pump/injector/whatever it is, and if the pump is damaged, it will need replaced.
Estimate:
Parts: $~800
Labor: $~300
I fax this estimate to the salesman who I was working with, and he gives me some crap about how the Honda dealer (the most reputable Honda dealer in my area) is just trying to get money out of me. He insists that I bring it back to where I bought it, so their service department can look at it. I do this (a 4 hour round trip after work), and they tell me it'll be fixed the next day.
I go to pick up my "fixed" car the next day (another 4 hours) to find that the only thing they did was clear the code from the ECU!!! WTF?!?! I demand that they give me in writing that they will pay to have it fixed if comes back on again in the next 6 months.
Of course it comes back on the next day. P0411 again. I call the dealer, talk to the sales manager, and get him to agree to have the car fixed local to me. I dropped my car off at the Honda dealer this morning, and then get a call from the angry sales manager back at the chrysler dealer, who was apparently never told that this was a $1200 repair by the salesman or service staff (EVEN THOUGH I GAVE THEM COPIES OF THE ESTIMATES!!!!). He is once again insisting that I bring it back to his dealership becuase he "knows a honda tech" who has told him that it can be fixed for "a lot less".
I believe my Honda dealership that the bumper needs to be taken off, and the pump possibly replaced. Do you agree? Any other theories for a P0411 on a stock car?
How can I be sure that the work actually gets done by this other dealer? I do not trust them at this point. I want to mark the part if I can reach it, so I'm sure they actually replace it.

Mine threw the same code but the problem was just dirty connection on the pump's relay. You might be able to weasel a paint brush up through one of the slots in the bottom plastic diffuser piece and mark the pump (its on the drivers side, next to the radiator) but I'm not sure.

Search "P0411"...there's many good threads on the subject. It's possible the pump will need to be replaced...but to do a good inspection, you will need to pull the bumper.

You can remove the fender liner and the wheel. It's close to there...
But once you start messing with it, and the dealership finds out, you'll be on your own. Don't touch it, or be conspicuous.

It could be something simple like a relay, solenoid, fuse, etc. If it is the air pump itself, then it won't be cheap to have the dealer replace it. You may be interested in this: https://www.s2ki.com/forums/index.php?showtopic=700820
It's a new product that eliminates the air pump CEL. 2nd production run could be a couple months out though.
