I guess this is the most likely cause of the problem.
Is there anywhere else that could have a blockage. Any fine oil channels that could be blocked with debris that i would struggle to unblock.

You could also find that they muffed up the o ring or sealing around the main oil gallery which the timing chain cover covers the open end of.
Its really unlikely sealant will make it through the pump strainer, pump rotors and through the oil filter, oil cooler on its way to the vtec strainer. More likely is that they didnt replace the o ring that sits between the timing cover/block that seals the end of the main oil gallery. They probably put a truckload of sealant there and its worked its way from there to the vtec screen.
The this o ring is compromised oil will leak back into the crankcase. If the leak is severe enough it will result in reduced oil pressure.
I would pull the front cover and replace the o ring and reseal with the correct stuff.

Really. I had no Idea.
I'll whip this off becuase its a fairly quick job, and do this first.
I'm just confused why this problem would only occur on cold start if this was a problem, becuase surely warmer thinner oil would make the problem worse?
The sealant i found inside the vtec solenoid did look far to big to fit through the mesh in the oil pickup.

Pull the sump while you are at it as excess silicon will find its way to the sump as well.
Also, cut your filter open and see if its stuffed with black worms. if it is then also consider removing the oil cooler and cleaning that as well.
