my headlight rubber surrond is slightly popping ou

so my 04 headlight has the rubber cushion/surround. it is slightly poping out near the top of the projecter where it meets the fender.

do i need to take off my bumper and housing?

This should be a warranty item and you shouldn't be doing anything. Why mess with it and risk screwing something up that won't be covered by warranty?
