I'd try an intake, exhaust and VAFC. IIRC, the 99-00 models run on the rich side and can get decent gains from leaning the mixture out. I bet that'd give you 10-15whp for a reasonable price.

Just wait and go FI, you will not regret it. I have full bolt ons and at one point had a VAFC. I honestly didn't feel to big of a difference between stock. You can get some Brian Crower cams that are direct bolt in (you dont even have to replace the springs and retainers) but you do have to get an EMS to run cams. By the time you actually hit 25whp, you could have easily afforded a nice supercharger.

As for now it looks like the Neo along with an exhaust and intake will bring me what I want.

the stage 2 BC cams work well.. I think with the mods you have listed you could pick up 20hp along with something to tune it with.. you reallllly need to lower vtec w/those cams.
On a side note.. why is everyone so afraid of TI retainers? there is absolutely NO reason NOT run them. Stock retainers are a weak point, especially with upgraded springs and cams.
I have 10k miles on my supertech valve train, I had the valve cover off over the weekend. There is zero wear on the retainers.
I have never seen TI retainers wear or fail when used with springs from the same MFR

I have been building motors with TI for the last 10 years and have put way more miles than that on TI with no problem
when you mix and match springs and retainers is when you run into issues.
