Its the welds on the inside of the resonator holding in the resonator baffles and junk...I had that happen to my JIC exhaust. But since it is not as simple as a test pipe I had them cut out the old resonator and put a new one it. (I actually ran resonator-less for a while but that was actually pretty sucky 
)
I have a custom test pipe and am now getting a resonator welded into that as well...just need a little less rasp and a little more quiet.
