Lug Replacement and Sidemarkers
Couple of questions for you guys...
1) One of the lugs on my rear wheel is stripped or bent and Honda has quoted me $400+ dollars to replace it. Is there any easy way to replace it? Can I just re-thread it or is that not safe?
2) I'm unsure if anyone has tried this but i'm interested in having the side blinkers come on and stay on when the headlights are turned on. This way they would match the headlights and possibly look good?
Any input on how to do either of these would be greatly appreciated!

Can't the lug bolt be pressed out and a new one inserted onto the hub?

1. Wheel bolt is four bucks (or six bucks at the dealer). Rear is different from the front. Remove the drum and the hub, press out the bad bolt -- or hammer it out, and press in the new one. Probably time consuming so the dealer labor cost is going to be there.
2. Side lights acting as turn signals is more important to me. I'd leave them alone.

Maybe this will give you an idea. For $400 dealer cost, you might as well just buy the 20 ton press from HF for about $250 and pocket the difference.
I might leave the nut on the stud loosely so that it doesn't shoot off and cripple you when it lets go.

On your second question--yes its possible and easy to change the way your side markers work.
Modifry (a long time member here) sells a module that allows the side markers to be turn signals and then come on with the headlights and still work as turn signals with the lights on.
The module is $35 and it took me about 45 mins to install (30 mins for the first side then only 15 for the second)
Well worth it!

I seen a thread where someone tapped out one broken stud without removing the hub on the rear, looked like a bit of work but it would save lots of money.

There is a clearance issue pulling the hub bolts out with hub in car. Hub needs to come off. Need BIG breaker bar, to take spindle nut off. Once out, sometimes, you need to heat the hub. Tap out bolt.

I don't believe you need a press or any special tools to do a lug post swap.
Remove the rotor. Cut the lug post flush with the front face of the hub. Use an air hammer or hammer/punch to remove the stud. Try to brace the back of the hub when you do this.
Buy a clip-head lug post. Or make a clip-head lug post by using a grinder. If you even need to.
Pull the new lug post with a FLAT FACED M12X1.5 nut. Remember: FLAT faced.
If you don't know what I'm talking about...then take it somewhere. Its not worth doing it yourself if you're confused at all.
