could be a bad shock. I had that problem
I also had a problem with the seating of the springs used that caused the clunk
since yours is new im assuming, check to see if the cap is lined of with the rest of the shock<<IE OEM shocks have paint marks running from the bottom of the spring base to the cap of the shock.
