loose bolt on alt?

Default loose bolt on alt?

i went out and looked at my car today because she is dirty so i opened the hood to see the engine and to see how dirty it is with all the salt and rain and it was filthy. as i'm looking something caught my eye. when i am standing on the driver side and look at the alternator there's a bolt sticking out about an inch. the alt. wont move because i tried to wiggle it and the bolt won't move by me trying with my hand but i can't tell what it is for. the bolt is directly under the alt next to the bigger pulley. i also noticed while i was looking that the belt is starting to wear on the sides so i guess i need a new belt but that bolt has me very worried. the car drives fine except the clutch issue i have. when i start the car up that clutch pedal feels fine but after i drive about half a mile it becomes very hard to push. it will still let me shift but when i replaced the master cyl for a day it grabbed at the floor now it grabs at the top. then after driving for a while sometimes it goes back to being normal or it gets REALLY easy to push or it goes back to being hard. either way it is never the same. sometimes at lights when it's in its "hard" stage the pedal feels like it sticks a little when i let off then snaps into position. the clutch is only about 6 months old and i broke it in for the 500 miles. i haven't tried to put grease on the fork where the slave cyl goes in because i don't feel that is the problem, because if it was wouldn't it do it all the time? the bolt is my main priority but any input on the clutch would be nice.
