Does anyone know if the J's Racing style bumper is fiberglass or urethane from teamspugen.com?

I believe its Polyurethane.

Talked to someone from Spugen and they said it's polyurethane.

Now that I know that. Does anyone know if a split (couple inches) can be repaired? I was told by a shop that if the bumper is urethane than the job can't be guaranteed.

You can repair it with bondo or fiberglass. But that area will no longer flex with the rest of the lip when it hits something, so it can crack again.
