Well, it's a combination of farm state senators and congressmen and big donations from ADM (Archers Daniel Midland), a huge company in the grain business. The gas companies would rather not use ethanol, but they are forced to by congress, in part to prop up the price of corn and make lots of $$$ for ADM.
