Sounds like thermostat to me. Happened on my girlfriends Integra. It would only blow somewhat hot air at freeway speeds...

A broken thermo would probably make the car overheat

I beleive on hondas it doesn't, they are made so when the break they break open so the engine actually stays cooler

If the thermostat was broke, stuck open, he would have heat while sitting in one spot, and no heat while driving. He didn't even fully explain his problem to begin with
