Default Issues programming new remote

So I got a new remote from Majestic Honda which seems to be some updated universal version. Size, shape and button layout are the same, but the trunk release button now says "OPTION" instead of the open trunk icon.

Part # 08E51-S0X-1M0G1

In any case, I went through the procedure to put the receiver into programming mode with my original remote. Everything works up until I press the lock button to program the new remote into the system.
The locks do not make a cycling noise as they are supposed to.

The led indicator on the new remote works every time I push a button so there is definitely a good battery.

Curious why the receiver might not be getting the programming signal from the new remote. Tried searching but didn't see any mention of this kind of issue.

Thanks for any insight.

Any ideas? Might try again later today and change the battery just to see.

is the FCC id the same as the old one? I think that is how you determine which is which.
