100% VE can be achieved all motor. Although, the down side is a typically "peaky" motor. Endyne(sp?) claims they made 137% VE with an all motor F20.

I am by no means an "expert". Everything I've learned, I learned on my own accord, with zero schooling. I still stand by what I said in my previous post. This is to much info to learn in one thread. I'd recommend reading "How to tune and Modify engine management" by Jeff Hartman. He goes over the basics of a motor, basics of OEM computers and a little into tuning theory.
