How much slack is in the cable? when the car is at idle, put your foot under the throttle pedal and push up. If the rpms drop that to normal that's the issue.

Definitely not throttle cable or set screw. Checked both of those out (again). Got a multi-meter, just need to strip some insulation to check the TPS. Frickin' Maryland weather is all whacked out making it difficult to work outside ......
