Looks like someone sprayed it with white lithium grease or something similar and went a bit to far.
Normally there shouldn't be anything inside there but I don't think it should cause any problems either.

Its called dielectric grease. Too much was used.
Dielectric grease is electrically non conductive. Its recommended to use on spark plug leads so it doesn't glue itself to the plug. Not really needed to use on such a plug in connector, but could be useful on the rubber part that seals the two halves. Make sure they are easy to unplug and prevent plastic cracking stress.
This is also the white stuff you see on the back of heat sinks.
It typically comes in a tube, much like tooth paste.
