idle/starting spark plugs

idle/starting spark plugs
heres a little backround on my car.
engine was rebuilt has approximately 1000 miles. head was just taken off due to overheating from a bad fan switch. head was milled exhaust valves were all reworked due to leaking. head was installed new head gasket valve adjustment timing is all checked and is all perfect.
the problem: when starting the car i basically have to crank it untill it starts as if it was an old car. ill sit there for about 5 to 10 seconds cranking untill it starts. when the car is cold it will idle normal for a cold start. when i go for a drive and come to a stop once the car has gotten to its operating temperature it will bogg and die out, will not idle. then the whole trying to start process will start again.
things ive noticed: when i remove the spark plugs are wet, or sometimes fouled. i do have a cel code for a secondary o2 sensor due to a test pipe(invidia 70mm).
any imput is greatly appreciated.

Sounds like there's too much fuel going in for some reason. Are there any other CELs on or are you just assuming since the CEL has always been on, it's only on for the Secondary O2 sensor?
I'd have the car checked for CELs. You might have your MAP and TPS plugged in incorrectly (MAP into TPS and TPS into MAP).
