Only if you have some sort of cold air intake and either literally drive into the water, or you removed enough splashshields under the car to allow the filter o be soaked.

As to driving in the rain, its not that easy to hydrolock unless you hit a dip flooded with water or you are very close to the car in front of you and all the water coming from his tires makes it in through the front bumper and air filter. Also add high RPM operation, meaning more vacuum, meaning a better chance for the filter to suck in water.
Now here's my personal experience. Here is what I have:
* AEM V2 Cold air
* Front plastic undertray removed (Which leaves the filter exposed from front left)
I have driven in pouring rain and no problems (Last time was yesterday in Irvine, CA it rained somewhat hard). When I get home, I touch the filter and its pretty wet. Now, I drive no more than 35mph in the rain and in low gear, so RPMs are low. Now either Im lucky, or under these circumstances you should be ok. Thing is I have done this a lot. Now I have a pre-filter from AEM installed and also the duckbill valve but this was before I had that.
My Pre-Filter and Duckbill valve installed
I think the best chance to hydrolock is to get the filter submerged in water at least 50% for a moment and that should do the trick but thin splash water I doubt it.
Sorry for the long post!

What I used to do on my Miata, Eclipse, and g35 which had CAIs, is kill the engine if I have no choice but to go through a sizable puddle. Just coast through, then restart.
I never had a problem **knock on wood**
