If this motor had some type of failure, and was then rebuilt, were the oil jet bolts serviced?
The oil jet bolts were not serviced. However, the engine didn't have a major failure. It had been out of the car and I had decided to refresh it. I will have to look into the oil bolts. Do they commonly clog?
Should not be a problem based on what you said, but yes the OJBs are a vulnerable spot. Debris can accumulate on top of the bolt, blocking flow to the jet, starving the piston.

This is typically only if there was an engine problem, and the builder did not service them (remove and check for debris)

Definitely pull the jet, keep it pointed straight up, and check for debris on top of the bolt.

Ok, so I pulled the offending piston and found a broken ring. One of the oil rings was broken into two pieces. I think also there was another piece completely missing. What would cause that kind of failure? There were no signs of oil starvation on the bearings and the piston skirts were also not really scraped up.

My guess is defective ring. Or twisted when piston was inserted into cylinder.
