That diagnosis may include changing electrical parts, which they can't install in your car without charging you, because they can't resell used electrical parts. So the dealership is supposed to give you a bunch of free parts? Why should they pay to give you free parts to fix your car? They have a lot full of cars that operate properly, why would they pay to repair yours?
Electrical diagnosis can be time consuming and frustrating. No mechanic has magic ESP that allows him to magically know what's wrong with your car. Most can give you fairly educated guesses and be right most of the time, but sometimes you're gonna get stuck paying for diagnosis that doesn't immediately produce the desired results.
Don't like it?
a) Don't own a car past its warranty period.
b) Learn to be your own mechanic.
What other alternative is there?

I can understand your car driving rough and needing plugs, but I don't think plug themselves will be the main reason your car won't turn over.
