Hesitation/throttle blip

Hesitation/throttle blip
The last couple of days ive had this problem where, no matter which gear im in, if i have the throttle 1/4 to 1/2 half way down (like trying to keep a steady speed at 35 in 4th gear) the RPMs wanna bounce between lines, like one lines will flash and go off, over and over, very fast and repitively. Because of this the people in the cabin look like were rocking out to heavy metal music.
You can replicate the feeling easily by putting it in 1st or 2nd gear and hitting the throttle lightly and letting off quickly, doing that over and over to get the, accelerate/decelerate action.
This is the best way i can feel the problem, When i floor it in any gear in that RPM range it doesnt go up smoothly either, its like it hesitates through those rpms and when it hits VTEC its fine.
Background information:
NO CEL
started doing this after it had been raining heavily the last 4-5 days.
I have a KN FIPK and an MG style hood with the vents and no water guards.
My K&N Filter on the FIPK is filthy, so we are gonna clean that and see if it fixes the problem.
Anyone else have any ideas/experience?
Sorry about the long post

i had the problem during summer in first gear. it was like i was pumping the gas in first gear but really it was doing it its self and i'd have to push the clutch in and start over again... disappeared after summer though... kinda weird...
