huh? i never had one come with the outers attached. the inners normaly are. i guess they have gotten more user friendly since i was a wrench turner...
good luck with it.
the most important part will be getting the rack in in the same position which it came out. otherwise you will have issues trying to get the steering wheel straight and getting it so that there are the same number of turns left and right lock to lock.
