HELP! need advice regarding stuck eccentric bolts

The car in question is an '01 with 45K miles on it. It spent most of it's life in Illinois and the last 3-4 in Florida.
I can't disagree with the comment about my location being shoddy. but i do plan to move to the best place in Canada as far as snow and salted roads is concerned: Victoria BC. It rarely snows there and the roads never get salted. Unfortunately, for the next year we're stuck here in Edmonton; but the car never sees winter weather and rarely even rainy weather, except when there's an autocross on a rainy day.
I'll be phoning the tech today and telling him if he can't get the bolt out without damaging the bushing to just set the alignment the best he can and i'll order the Mugen bushings and try to find someone who can help me install them (i have a torch and press where i work, just need some experienced help to do it - and a ball joint remover). Then the car can go back for the alignment specs i originally asked for.
