If the TB position check and the ECU relearn procedures are really necessary when removing/re-installing the TB, and if these procedures can only be done by an HDS, then only a Honda delearship can remove/re-install the TB.

If the Throttle body is replaced, you need to do the relearn. If you are removing the original, and later reinstalling you don't.
If you try and port the inlet, or modify the throttle body in any way, you'll need to do the relearn, and depending on what you do you may screw the entire thing up.
The next question is why are you removing the throttle body on a 2 year old car?

As for why the TB would be removed and ported, I am sure that you know the overall goal in making power is to do so as efficiently as possible. So, if by having the TB ported I can make XX more power at the same PSI, then it will have been a worthwhile modification.
