If they dont have it in stock they should be able to order it.
I bought mine when I needed it straight away, so I had to settle for a model with a slightly smaller "inlet" in the upper jaw.
But that was nothing an angle grinder, a metal file followed by sand paper couldn't fix
IOW if 28 mm doesn't fit make it fit 28 mm.

Go to most any large auto store for this tool. You don't need to buy it. Most will rent it or even loan it for free (in hopes you'll buy your now needed part from them).
