Gunk outside fuel injector cap and inside intake

could this be caused from bad gas? I have seen this happen before as well and am not sure why it does

I know my engine had injectors that were sticking and an old pcv valve that needed replacing when I bought the car. I think poorly flowing injectors and poor pcv valve setup could create some of the issues. I don't know about fuel quality issues.

Thanks everyone for the feedback, especially Gernby for posting the pic and getting the conversation going. I guess my next step will be to clean the gunk off and reinstall the injectors then run a bottle of techron.
