My 02 does that too. I have to apply pressure and turn the cap. Is it easy to replace? I think this would be worth doing.

The "flapper valve" is there for at least one of several reasons. These two come to mind.
1) All cars are required to have a "roll over" valve in the fuel fill system (the fuel cap is not enough, according to the SAE/EPA/NHTSA standard) to prevent fuel from leaking out quickly during an accident. There is a requirement for the maximum allowable amount of fuel to leak out with the gas cap removed and the car upside down, in a given amount of time. This valve is either located in the filler neck attaching point in the tank, at the bottom of the fuel filler neck, or at the top of the fuel filler neck (flapper valve).
2) When the government implemented the "strict evaporative emission standard" (in 2000 from memory) some auto manufacturers used the flapper valve movement, when the fuel nozzle was inserted, to activate a vapor canister vacuum valve to "suck the fumes" into the vapor canister while filling the fuel tank. The fuel "stored" in the vapor canister would then be used when the engine was running (a small but meaningful impact on the environment).
I'm not sure which reasons the S2000 uses/used the upper fuel filler neck "flapper valve" for, but it's likely one of these.
Don't let a dealer technician tell you what it's there for. Honda would eliminate it if they could (legally).

FWIW, i have never seen the valve you speak of on any S2000.
Perhaps the flapper is required in ZA (South Africa?), but I don't rememeber ever seeing one on a North American car.

This topic has been covered in the past. I know because I thought my flapper valve ended up in the gas tank too. Apparently, the flap has not been required in the US for several years. The S2K has never had one. I hope this helps.
