shaving that upper corner of the bumper is a bitch!! I tried hammering, thinking it'd be much easier. Turns out, high-strength steel is stronger than my hammer... Thank god for dremmel
I currently only have a dremel, will this be sufficient enough?

An angle grinder is the way to go. It's the "Tim the Toolman Taylor" way. A Dremel is a toy by comparison and would take way too long to grind off what you need to take off. Make sure you paint it after and let it dry a bit before putting the bumper on.

On the right side in particular, you may have to grind off as much as an inch to an inch and a half of the corner. To do this with a Dremel would be absolutely painful. An angle grinder will do it in a matter of a minute or two. This is considered heavy duty grinding, not something that a wussy tool like a Dremel was really designed for. Of course, if that's all you have, then that's all you have.
OK, wait a minute. I just realized that you could be meaning something else. Like why do you have to grind it in the first place.
Converting an AP1 to an AP2 front bumper requires the corners to be ground down or the corners will poke the inside surface of the new bumper, causing a terrible dimple to occur.
