Bulb number is 194. 168 will fit but there is some difference I'm too tired to remember right now. Wattage or something.
For those with intermittent bulb flickering. Is your car slammed or ever been? Ever hit a pot hole hard if not? You might have a wire loose at the pin inside the connection itself.
Somewhat off topic, but when I worked with Hyundai we had an issue with the parking lamps for older Elantras blowing and found it to be common because of a voltage spike in the alternator that was just enough to shoot them. I don't think Honda has that issue, but seems slightly relevant.

I've had this issue since I first got my car back a few years ago and have since given up on finding a definite answer on why this happens or how to fix it. The parking lights blink when they want to whenever I unlock or lock the car...

If you have a '00 MY with original running light bulbs, it's no surprise that they burned out. It's just a conincidence that they both blew at the same time. Voltage spike would be my guess. Did you happen to have your battery jumped or did you jump another car? Did you hook up a batter charger recently?
Changing these bulbs is a PITA. The easiest way is to access them through the wheel well by peeling back the fender well liner enough to gain access to the bulb. Some people have claimed to be able to access them from under the hood but it's the far-outside bulb, and I can't see how it can be done from there.
You should also stop in a Honda dealer and pick up a pack of plastic button clips that hold the fender well in place. You will likely break a few of these when you remove them.

Agree on the loose wiring. I noticed my light having that issue after I hit a construction sign (missing a deer of all things) before I got a chance to take it in to get fixed. It would work intermittently and I noticed that if I gave it a slight bang where the light meets the fender, it would work for a while.
However, I think the OP probably has a bad bulb. I would expect them to go out around the same time as they come on and off at the same time.
