I will assume that you are correct when you say ALL bolts AND screws are out.
Under each headlight assembly, there are 2 pressure fit tabs that must be firmly yanked out. If you shine a light between the bumper and the bottom of the headlight, you'll see where they are. There is a slot in the bumper that fits over the tab on the mounting frame underneath. Each of the 4 slot must work themselves OVER and past the tabs (more like bumps). I carefully slipped a sharp, small screwdriver in there to help each slot over. Once each pair is free on one side, pull the bumper off and rest that side on something about that high off the ground till you get the other side undone.
ps. OR, you can grit your teeth, close your eyes, tighten up your sphincter, grab that sucker and pull with one VERY sharp tug and hope for the best.

What a PITA the first time I did this, but then I got the hang of it. The very key to it is to pull down and then out towards the front at the very corners where it meets the fenders so that the small opening at the ends get past the sorta welded nut on the fender where you take the screw out from inside each wheel well. The bumper should then slide off w/ minimal force off those hooks by the headlights.
