Flickering headlight. Good bulb and ballast. 11v power problem
I am hoping somebody may have some tips on where to look to solve my issue. I have done some research already but am posting because I am now at work and am looking for some extra helpful advice for when I continue problem solving tonight.
It started with a flickering headlight yesterday morning. First I pulled the bulb and swapped to the other side. Pass and good. Then I pulled the ballast afer seeing billman talk about water getting inside, a few years back (research). I dried it out, tested, still flickered. Swapped it to the other side and it works perfect with either bulbs.
So now I do some research and read a topic about blown fuse and not getting enough power to fully function but some to cause flicker. So I get a baseline voltage reading of 12.20v from the good side. Test the bad side and I only read 11.24v. Correct me if I am wrong but that seems to be the culprite. Now I just have to find where the power loss is happening. But, I had to button the wheel well up and head to work...
So my question, any advice of culprits to check tonight? What fuse am I looking for (big black under bonnet fuse box or all the light fuses beside kick panel)? Should I be looking for a short somewhere or a bad ground? I will check whatever necessary but am hoping for a path of guidance.

I think the 11.24v is the cause of the flickering.
You're on the right path.. swap what you can, then start chasing the grounds and make sure there's no corrosion and the connectors are clean. Follow the wires "upstream" and keep checking the voltage. A wiring diagram will help but I don't have one handy here.

Well, this morning it rained and my windshield wipers were messing up so I immediately checked the grounds when I got home. I unbolted the fender ground, repositioned it, and bolts it back up. Sure enough all problems are fixed! Thanks for the suggestions guys
