Yeah it hesitates pretty much anytime theres any load whatsoever on the motor, but its the most severe when going from a dead stop and trying to start in 1st gear, It will kinda stuter and shake until I give it more gas to get it moving.

I had the hesitation, replaced the evap purge solenoid and fixed the problem, just buy it haha. Your actually lucky you got a code, its a two stage code, it takes very particular circumstances to trip them both at the correct times. Its quite common for them to stick after they get old, I have seen a TSB for it, but doubtful you could get one for free from Honda.

What is the exact purpose of this thing anyway? Ive heard from other people that it wont cause drivability problems and heard from others it could be the problen with my stuttering and hesitation.

the whole purge system is an emmissions thing. Fuel vapors go into a canister from the fuel tank, if the air could not escape, your tank would swell up. I dont know how it works exactly, it just cycles air out of the gas tank when necessary. Thats my understanding.
